Season 11

"Lockdown"

An enraged Yumiko visits Pamela at her home in the Estates to confront her decision to tear gas her friends and numerous protesting citizens attending a memorial service the night before. Pamela justifies her decision, clarifying she was prioritizing the people's safety and that the protesters accusations towards her son are undoubtedly false. The pair are soon interrupted by the arrival of Carol and a disheveled Sebastian, who had previously been in hiding following his city-wide controversy. Pamela embraces her son, before slapping and scolding him for tarnishing the Milton family's reputation. Sebastian lies, claiming the allegations are in fact, false, though Pamela is left unconvinced. Carol interjects, explaining her concerns of the ongoing warpath rogue Deputy Governor, Lance Hornsby had waged upon her friends outside of the city. Pamela questions how the issue pertains to her and Carol proposes that they frame Lance for Sebastian's crimes in order to solve both of their problems.

"Family"

As thousands of walkers flood into the Commonwealth, Pamela orders Colonel Vickers to pull their forces to secure the Estates and her home as they divert the horde towards the lower wards of the city and rescue any remaining essential personnel. Vickers argues that this plan would be a death sentence as thousands of citizens would be left unprotected, but Pamela reasserts that they must protect the Estates and seal off the rest of the city, essentially saving the elite while leaving the poor to perish.

"Rest in Peace"

Pamela Milton, Colonel Vickers, and the Commonwealth Army barricade themselves in the Estates, bringing in the elite and essential personnel such as the doctors and hospital staff, and locking everyone else out to die. As the rest of the Commonwealth continues to be overrun, a massive crowd of desperate people gathers outside of the gates, begging to be let in.

After Mercer is broken out of jail by Max and Princess, his contacts manage to sneak Mercer, his loyal forces and the Coalition into the Estates where they take cover in a safehouse and Tomi successfully treats Judith's gunshot wound. As the situation outside grows more desperate, people begin attempting to climb the Estates' fence, only to be shot down by Pamela's forces.

As Maggie prepares to assassinate Pamela with a sniper rifle with Negan's help, Mercer decides to make a stand, unwilling to allow more innocent people to die. Although Mercer offers to help the Coalition escape, Ezekiel convinces everyone to make a stand to save the Commonwealth. In the main square of the Estates, the Coalition, Mercer's forces and Pamela's forces enter a standoff as the herd approaches the gathered crowd. Gabriel attempts to open the gate to let everyone in, escalating the situation until Daryl reminds the soldiers that they all have one enemy and it's the walking dead, not each other. Realizing that Daryl is right, Vickers has her men stand down and give Gabriel the key. Mercer arrests Pamela for high crimes against the people of the Commonwealth and the crowd is let in just before the herd reaches the gates with Elijah and Jerry, having hidden amongst the herd, joining them. Spotting a zombified Lance Hornsby amongst the herd, Pamela attempts to commit suicide by allowing Lance to bite her. However, recognizing that prison is a fate worse than death for Pamela, Maggie shoots Lance in the head, putting him down and saving Pamela's life.

Now on the same side, the Coalition and the Commonwealth Army unite together to save the Commonwealth. Recognizing that the variant walkers are too dangerous to just lead away, the combined forces embark upon a plan to destroy the herd completely. A mixture of forces lures the herd away from the Estates' back gate, allowing a truck to slip out to the fuel depot to fuel that is then rigged up across the Estates and poured down the private sewers. A PA system is set up and, once the Estates are evacuated, loud music is used to draw the entire herd inside. Once the herd is inside of the Estates, the fuel is detonated, completely destroying both the Estates and the herd, saving the Commonwealth from destruction.
